[arm-allstar] Echolink Sometimes Not Loading

Can't speak for others, but because of our nomadic RV lifestyle, we do not
always have access to a stable internet connection. My nodes are often run
through a wifi hotpot on AT&T or sometimes one on Verizon. We're staying in
one location for most of this summer and are thoroughly enjoying a
fiber-optic drop to the motorhome. The nodes will stay on full-time when
we're parked with decent internet and only be booted daily when we're on
the road or using hotspots as our sole source of internet.
