I agree the answer in the USA is yes...But, only if there is a properly
licensed control operator present for the HF radio. You can NOT setup an
HF radio operating below 29.5MHz with "automatic" control (meaning like a
cross-band repeater). If persons other than the control operator use the
HF radio, it would be considered 3rd party communications.....At least the
way I read the rules!
