[arm-allstar] Remote base HF squelch

The Icom IC-M710 marine radio has a decent SSB syllabic squelch. Obtaining 
COS/COR signaling requires opening the radio up and doing some simple 
soldering....I've got 2 M710's and they work quite well.  Also, they 
can be remote-controlled via an RS-232 serial interface and there is 
support for them in recent versions of hamlib.
