[arm-allstar] Fix for problem providers

As many of you know we have had problems with Allstar not working on
certain providers. This has become more apparent with portable nodes and
phone hotspots. While there may be others the main problem seems to be with
AT&T cell service and some satellite services. We have a fix for this that
has been tested and works. It is a temporary fix and a more permanent fix
will be included as an update to the V1.5 code sometime after its release.
