[arm-allstar] RPi2-3 V1.02beta - Initial Setup - Bluetooth Drivers?

After initial success with Wifi, thought I'd see if I could get the Pi3 to
recognize a bluetooth keyboard. This one isn't quite as easy... I can't
seem to get the bluetoothctl command to work. Does this need to be loaded
manually? If so, what is the procedure?
