[arm-allstar] half duplex node linking to a repeater

This is correct, using half duplex node is like using a HT talking to a 
repeater. This is how I link my repeater using a remote base to other 
people's repeater. The draw back about this is I don't have control of 
other people's repeaters to make their hang time short.
