[arm-allstar] *7 commands

Anyone can change the codes to what they wish.  All someone needs to do is look up the cop command in the src and they can make the dtmf whatever they wish.  For example, I change 73 to disconnect all.  That makes more sense to my uses than anything else since 73 means goodbye.  A double beep just means that the code was accepted.  

Even the double beep can be changed.  Mine actually calls a ulaw file that says ok as a few repeaters in the areas use double beeps for courtesy tones and it can get a little confusing if the remote base is up and they here that.  

The whole system can be built the way you want it to work.  There is no set standard so to speak.  I think the only standard stuff on mine is 1,2,3 and 4.  Everything else has been changed for control reasons.
