[arm-allstar] Allison on the RPI2

Allison is not too loud if the audio settings are done properly. I've been
hammered for saying that before but I'll risk it again because I believe
it's true.

To recap audio setup:
1. Set your generator to 3Khz without CTCSS and use the app_rpt meter to
adjust receive level.
2. Use app_rpt cop4 or simple-tune-menu to set the transmit level to 3Khz
without CTCSS.

Once those two steps are done transmit, repeat, linked nodes and Allison's
levels will be perfectly set across the entire AllStar network. This
set-and-forget procedure is a really great thing about AllStar.

I would agree that Allison audio ducking would be a desirable optional
feature. Also setting telemdefault=2 will satisfy many user's too-loud
complaints.
