[arm-allstar] Advise on audio

Clarification: Using a service deviation meter, tone set to 1KHz, deviation
to 3k with tone so 3.6k. MSF set to pre-emphasis audio, connected via J2
pins for line 1 & 2

The audio coming from external to the BBB to the repeater is what's
affected while listening on the HT.

Repeater to Repeater is fine,
Repeater -> URI -> BBB is fine (listening on iaxrpt),
Audio from the BBB (Allison) -> URI -> MSF5000 is fine
Audio from external to BBB is fine (listening on iaxrpt)
The same audio from External -> BBB -> URI -> MSF5000 is choppy as heard on
the HT and other radios.
