[Arm-allstar-irlp] Experimental Reflectors

The last I checked I could connect to experimental reflectors 0010, 0057
and 0059. I couldn't connect to many random others including Paul's and
mine 0071. The experimental reflectors are listed in
/home/irlp/scripts/exp-x-reference below is the contents.
