[Arm-allstar-irlp] Experimental Reflectors

Hi Everyone,

We're confirmed that connecting to experimental reflectors seems to fail. 
Previously, I thought that I COULD successfully connect, however, I now 
think this wasn't the case.

...So, the next question: Has AllStar/chan_irlp *EVER* been able to 
connect to experimental reflectors??? ---even the original code, running 
on old ACID servers??
