[Arm-allstar-irlp] Install

I just moved my IRLP <> Allstar gateway (which was an Allstar URI wired 
to an IRLP PC) over to the Allstar node. It works great!
I need to dial in the audio a bit. Otherwise it seems fine.

Thanks for your work on this. It's great to be able to have this running 
on one Pi. This setup is two hours' drive from me, and I didn't even 
have to go there.
