[arm-allstar] Hamvoip as a repeater controller

I will say, the one and only thing I don't really like about using 
HamVoIP as a repeater controller is the non-defeatable delay between RX 
and TX. Even with rxaudiodelay at 0, you'll still get a 240 or so MS 
delay, which increases when you add more for squelch tail elimination, 
of course. This is a limitation of Asterisk.

The result is that, with some radios, if they go from TX back to RX 
quick enough, you'll hear a bit of your own transmission when you let go 
of the key. I have this even with my little Hotspotradios full duplex 
USB repeater, or when I'm using my TM-V71A as a full duplex cross band 
node controlled by HamVoIP.

Other than that, as far as designing macros, scheduling links and state 
changes, it's fantastic. It will be even more fantastic in the future 
with the addition of iopipe for audio processing and other things.
I know of at least two large systems here that are using HamVoIP as 
repeater controllers, in conjunction with RTCM boards with several 
remote voting receivers each, and that seems to work quite well. Most of 
the receivers are connected via a microwave link, but a couple of them 
are on just the regular public internet.
