[arm-allstar] Pi 4B won't boot

I have a working node on a Pi3B that has been running for years now. I would
say 4 to 5 years. I have done all the update as they have rolled out over
the years. I wanted to change the Pi3 to a Pi 4b. Moving the chip to the new
Pi it will not boot for me on the new Pi.
Question: Am I going to have to rebuild the image and on the chip with a new
download copy of Hamvoip and if so. Is there a way to just copy files over
to the new install and not have to go and change all the setting in the new
install?
