[arm-allstar] unstable WiFi connection on new rPi model 3 B node

FWIW:

I've been using this cheap WiFi extender/bridge wall wart I bought on 
Amazon for a little bit, and it's staying connected with no packet loss 
or anything bad.

Switching to the Pi's internal WiFi, and it still reliably drops out 
every 3 to 10 minutes. Don't know what's going on, but I suspect it's a 
hardware problem. This Pi is from March of 2016.
