[arm-allstar] replacement script ---was: Weather.sh not working

Yep, the weather.sh script is used "behind the scenes" in several
utilities, including Supermon, saytime.pl, say24time.pl, etc.

I've written a replacement/complimentary script which directly grabs data 
from the NWS/NOAA. I'm working right now on keeping the new code 
compatible with the original.  So far it's working well; to be released 
soon.
