[arm-allstar] replacement script ---was: Weather.sh not working

I'm hearing the same erratic behavior with the top of the hour
announcements.  Earlier this afternoon it was announcing the correct
temp and at the latest 4 PM announcement it was at zero degrees.

Unrelated, but my personal weather station has been acting up as well.
The sensor transmitter went off line earlier this afternoon after I
replaced a suspect capacitor in it yesterday morning.  Sigh...
