[arm-allstar] Announce when Internet lost

I just spent the last couple hours trying to get this new announcement to
work on an older version of hamvoip and finally got the answer. The first
script that Danny K5CG provided works so i have two different scripts.
I already sent the one that works on an updated system and here is the one
that works on older versions. The only difference is the internet.sh
