[arm-allstar] HamVoIP default codec priority

Greetings:

For quite a long time, I've noticed that HamVoIP prefers g726aal2 over
everything else.

g726aal2 sounds fine most of the time, but a thing that really gives it
away is when there is any little bit of packet loss. It makes a
particularly unmistakable kind of glugging sound that doesn't happen
with any other codec other than perhaps ilbc. Probably has something to
do with frame boundaries.

One of the first things I do on a new HamVoIP install is to adjust the
codec priority with slin at the top, then ulaw, then g726aal2, such that
any HamVoIP node connecting to me will use ulaw (most aren't configured
for slin, which is fair enough) and I can still make outbound
connections to HamVoIP nodes that, for some reason, won't accept
connections at all if g726aal2 is disabled on my node.

This configuration is specific to HamVoIP's iax.conf templates. ASL
prefers ulaw first.

Was this a deliberate bandwidth-saving thing at some point, when more
nodes were on DSL modems or something?

Just curious.
