[arm-allstar] Turn Scheduler On and Off with * code

I have everything working now and I can not thank you enough for helping me with this idea and how to setup the * code activation. I had to make one small change to get this to work with a –p after the cp command and that took care of it, I had some help here with another person KZ1O that was able to help.
