[arm-allstar] image issues ?

repurposing a Raspberry Pi Model B  V1.1 for hamoip.

i've done quite a number of configs before.  have not had this issue before.
trying to image a new 1.7 distro.  downloaded and verified sha1 no problem.

tried different power supplies and different sd cards just to be sure.
i can boot a debian/raspberry pi image no problem .

the issue is the activity light on the pi just flashes 7 times then pauses
then repeats
the pi info for 7 flashes says:

- "7 flashes: kernel.img not found"

anyone else experiencing this ?  I dont have prior install images to use,
so would even consider a prior image if available.
