[arm-allstar] Local AllStar connect announcements missing.

A friend of mine has this issue with his node.

Local 'connected' announcements do not happen despite:
telemdefault=1

After some reading we have tried:
telemenabled=255
...which made no difference.

AllStar disconnect announcements are working, as are Echolink connect 
and disconnect despite ;eannmode=1 (note commented) which seems odd.
Also connect/disconnect messages are OK for IaxRpt connections.

This was working until the last system update some months ago.
