[arm-allstar] Courtesy tones

I have a repeater that is linked full time to a hub.  The courtesy tone for
the linkunkeyct is ct8.  I changed the tone for the linkunkey to another
tone.  It changed for the network unkey but the local user unkey tone is
still ct8.  I can not find anywhere this is defined in rpt.conf.  There is
only unlinkedct, remotect and linkunkeyct defined.  What needs to be
defined to change the local user unkey tone when the repeater is linked?
