I extracted the .xz file with 7Zip. All good.
Many less flags from Windows security, so that is a great option for my
computer setup.
Then the precise same errors with writing and verifying.
The verify error is at 2048.
At least its consistent.

Subject: Download of HamVoip
Our group has been running ASL for sometime and I decided to make the move
to HamVoip, for all the normal reasons. Yes it really does look like a
better platform and the support I have received and answers to questions
about new projects is orders of magnitude better.
In the download, I encountered several problems, which are surprising.
1. For our newbies, I appreciate the all in one download. That is much
easier all way around.
2. I downloaded

RPi-Z2W-2-3-4_V1.7-01_Allstar.exe.
3. The *.exe created no less than 9 errors, caution screens and are you
sure screens on my Windows computer. What is involved to get a recognized,
safe publisher designation? I do not know. But *.exe files scare all
security systems, with obvious reasons.
4. Is a simple *.img available that will get around all the roadblocks?
5. Once I went ahead and downloaded and extracted the files, I tried to
use RaspberryPi imager. Why? It converts the larger 64G microSD cards at
WalMart from exFat to Fat32. The cards are readily available without waiting
on Amazon.
6. Problem. Raspberry Pi imager throws a DiskPart error reading the
*.img file. I tried two different cards with the same error.
7. Then I ran SD Card formatter, it cleaned the cards. (I thought).
8. So I reverted to Win32DiskImager to burn the cards. Cool. It ran.
9. Next I ran Verify Only. The cards would not verify.
With that many flags, my better judgement tells me to STOP and find what is
going on.
What did I miss in the process? Likely something simple.
