Hi Steve,

This is a commonly reported problem.

Most likely this is due to power supply that doesn't have sufficiently
"stiff" output voltage, as measured directly at the RPi board. I strive to 
have 5.25V +/-0.10V, as measured at the RPi power pins on the expansion 
bus.  Note that excessively high power supply voltage levels (> 5.5V) 
could damage RPi board power supply components (particularly some 
capacitors on the boards).

I've also seen poor/loose micro-usb power connections cause this problem.

I use custom power supplies, using LM2596S DC-DC converters on all my 
"production" systems, with power leads soldered directly to the RPi3 
boards and have had excellent results.  I've also used various micro-usb 
wall warts, with poorer/inconsistent results.
