[arm-allstar] incoming node connection

i am using the latest image on a raspbery pi 3B+ and i have telemetry on
and when an incoming node connects I do not hear anything announced while
listening from iaxrpt connection  but when i connect outward i hear the
node announcement.
on an older version on a different  raspberry i hear both incoming and
outgoing from my iaxrpt connection to the node. is there anyway to turn on
incoming so all connected nodes hear the new node that just connected
