Dan,

Something looks off with what you are seeing. Here is what mine looks like at idle

REALTIME RX TELEMETRY DISPLAY:
    COS     |   COS   |  COS   |  CTCSS  |   CTCSS    |  PTT
(composite) | (input) | (test) | (input) | (override) |
   CLEAR    |  CLEAR  | CLEAR  | IGNORE  |   CLEAR    | CLEAR

Do you have a separate like for CTCSS?  Does your COS from the radio only go high with CTCSS.   Take a look at COS Polarity and CTCSS. You may have to go to USB invert.
This may have something to do why.. 

Also, do you get the time when you enter *81?   If not, I'm guessing again that it has something with COS

I can add this information from the menu.

I) Toggle PTT mode (currently active LOW)
J) Change COSFORM Mode (currently "usb")
L) Change CTCSSFROM Mode (currently "usb")

Also (keyed status) from telemetry display when node idle..?
