Cell networks run multi NAT which means you could be sharing an IP with any
number of users at any given time. This means you don’t have the ability
for a direct inbound connection even using a dynamic DNS.

There are three solutions: Request a static IP (which can be costly) use a
proxy server, or set up a VPN tunnel to a location with a public IP.
