[arm-allstar] Is OPUS CODEC supported?

Hi Tom,

No OPUS support, yet.  There aren't even direct provisions to add OPUS in 
Asterisk 1.4.x, which AllStar uses.....This being said, I've already been 
investigating solving audio problems resulting from packet loss.

For now, the uLAW CODEC will probably give you the best results.
