[arm-allstar] IAXRPT Can Not Dial

I see since Feb that there is a problem from IAXRTP software on computer that it can no longer dial out, it connects fine to the node and I can talk and listen ok just can not dial out.

I see there is three lines to be added some where but do not understand Where, it talks about in MISC SETTINGS

propagate_dtmf=yes
propagate_phonedtmf=yes
remote_dtmf_allowed=1
