[arm-allstar] RIM-Lite/RC-210 Connection

I have talked with Repeater Builder and was advised that both COS and CTCSS
jumpers should be set to active LOW in the RC-210.  My question is in
regard to the DTMF settings; should this be enabled with the RCP
programming or mute DTMF in the RC-210 and let the rpt.conf handle it.
