Patrick,

When you soft-reboot an RPi, it completely power cycles the USB bus.  I
suspect you've got either a bad fob, ground loop, intermittent power
supply noise or other similar hardware-level issue.

The 4.19.65-1-ARCH shouldn't be any issue. I still run that kernel on most 
of my deployed (hard to reach) RPi3 systems, no problems at all.
