[arm-allstar] occasional RX glitching with simpleusb

Hi:

I have a situation where I occasionally get a weird glitchy sound on rx 
of simpleusb on one of my HamVoIP nodes running on a rPi 3 model B. It 
sometimes goes away when I reboot the Pi (restarting Asterisk isn't 
enough) but sometimes, another reboot is required. This happens 
periodically every few minutes, and only on RX, not TX, and even with 
local node connections with everything hardwired. Using the same node 
with IaxRPT or a SIP phone, everything is fine.

I am running RPi2-3-4 Version 1.7-02 Allstar - May 30, 2022 - K4FXC

Yes, I realize this is an old kernel. Before I go through the trouble of 
updating that, does this fix timing issues related to simpleusb? I have 
only started experiencing this recently, perhaps within the past week or so.
