[arm-allstar] telemenabled documentation

Hi David, et al::

I'm not sure if this was ever posted anywhere. I can't find it, anyway.

Is there any documentation on the full use of the telemenabled directive 
in rpt.conf? I only know that 0 fully disables sending/receiving of 
telemetry across the network, and 255 restores the old pre 1.7.x 
behavior, but I'm not sure what sort of granularity exists otherwise.
