[arm-allstar] Connection alerts

So I been trying to figure this out for a while. I even used Swiss army with no luck as well. 

Is there a way to either email, text to when a node connects and disconnects? 

If so is there any detailed documentation to do so? I would assume I have to configure the SNMP. Or is there a simple way of completing this?
