[arm-allstar] Time announcement on second node

Howdy folks,
I'm trying to add the top of the hour time announcement to the second node on a Pi, but after messing around with it for a couple hours I figured I'd reach out for help. I can't be the only person who wants to or does do this, so any input from the group would be greatly appreciated.
