[arm-allstar] rPiZero-2 W connecting to WiFi

Greetings:

I had a working HamVoIP image running on a Raspberry Pi Zero-2 W until 
recently, when something broke. I restored from a backup image of 
another node, which was set up to connect via Ethernet. Before I imaged 
the card, I *think* I enabled WiFi, and I know for sure that the 
wpa_supplicant configuration is correct. However, this Pi isn't 
connecting to the network. I don't, and can't, have console access to 
the Pi until it is on the network, but I can mount the card on another 
Linux system.

Short of checking the wpa_supplicant configuration, which I have copied 
from a known good working configuration from another local node that  
does connect to my WiFi, what else should I look for? What actually 
changes when WiFi is enabled or disabled in the admin menu? I just want 
to make sure it isn't turned off for some silly reason.

The image boots, then announces "IP Address" via the sound fob, but 
there is no IP to be had.

If I had an Ethernet to OTG cable, I'd use that long enough to log in 
and see what's broke, but I don't.

Any suggestions appreciated.
