[arm-allstar] dtmf audio level

The tones are coming in over one of 4 repeaters, through the controller. I
did run simpleusb to set the audio level into the node. I'll try the
de-emphasis setting.
We are planning a site visit on Friday to adjust the levels on each
repeater.
