[arm-allstar] Autosky announcment drops PTT?

I enabled Autosky on my repeater and it generally works well.  One thing
I have noticed is that when it keys up with the "Updated weather
information" announcement that there appears to be a momentary drop of
PTT from the FOB before the condition announcement.

This matters to me only due to the fact I am running a CAT-200B
controller on the repeater with the Pi/FOB connected to the link port.
The '200 cannot be configured to delay voice ID and begins its ID
immediately upon the PTT dropping on the link port.  When the Autoky
announcement picks back up again the voice ID cuts off the first part of
the warning announcement and covers the rest with the ID sent in Morse.

It would be nice if there were some way to keep the PTT active
throughout the entire set of announcements.  I know this is likely an
issue only for more but pointers into how the script generates the
announcements and how they could be strung together to avoid the PTT
drop would be helpful.

I have also received a sort of complaint that the whistle with the
cleared watches warnings and advisory announcement is too loud.  For my
part it could be eliminated if that is possible.
