[arm-allstar] Enable Macros

Hello - I installed the latest version of allstar (RPi2-3-4 Version 
1.6-14) and ran through the first time node set up. Asterisk decodes the 
DTMF tones, but the macros don't respond. (e.g. *70)

Do I have to enable macros somewhere? The macros appear to be defined in 
/etc/asterisk/rpt.conf.

I'm using a Raspberry PI4 B, DMK URI and UV-5R HT. Asterisk is 
configured as duplex=1 in rpt.conf. The CW ID works on start up. I can 
play the sounds from the CLI using 'rpt cmd 1502 status 12 xxx' and they 
sound OK.

I had a similar (but not exact) experience with the BETA PI image on 
allstarlink.org. I decided to try hamvoip because it seems to be more up 
to date.
