[arm-allstar] No registration

I had this same exact issue, and my fix was to turn on DHCP for the
Ethernet side, as silly as that sounds. I was getting an ip address from my
phone, but could not ping anything in the terminal (or command line).  I
turned on DHCP in the wired ethernet side, rebooted, connected to the
hotspot on my phone, and everything has been good since. Worth a shot.
