[arm-allstar] Converting usb sound card

I just wanted to share how I modified the Startech usb sound card for use
on my repeater and several of my friends repeaters. I don't always use the
cos but it was easy to include in the mod so that I can use the card on a
remote base radio and let the radio use ctcss when necessary and not have
to make changes in the hamvoip software and keep rebooting.
