Hi Rick,
I doubt that ZeroTier is the best candidate VPN in your scenario.
When you say "impenetrable," realistically, what is getting blocked?
--everything? Are you able to ping outside networks, perform a DNS lookup
against a public nameserver? How about get out to HTTPS/TLS websites (on
port TCP/443)? If you can get data in and out one way or another, in a
reliable low jitter way, then a VoIP VPN is possible.
Another serious factor to consider is: who will get bent out of shape if
you are successful in tunneling out?
Do you know what type of content filter is in use?
