[arm-allstar] linkunkeyct

Thank you Patrick, I am almost there with my changes. I have linkunkeyct
turned off as well and I have the linked private nodes
sending cw characters Globally when they unkey, all is just what we wanted
so we know which repeater just unkeyed.
Now for someone linking in from outside, the only way in is through the
Allstar node which is radioless, rxchannel=dahdi/pseudo.
Now what I am looking for is a way for any connected node using the Allstar
node for access, when they unkey, I want to be able
to play a cw character globally. Another way of saying this is, when the
allstar node stops receiving I want to send a global cw character.
I need to think more about this, maybe simplex on the allstar entry node.
Almost there.
Dave
