Short answer, you can't. That delay is baked into the source of the 
app.rpt module. This is why I have linkunkeyct disabled on my simplex 
nodes. You can only change the delay from when someone unkeys from the 
RF side.

I'd like to change this delay as well, but I also acknowledge that if 
there is any packet loss, and the delay is significantly decreased, it 
will go crazy with courtesy tones everywhere, since there is no packet 
that explicitly says "OK, I'm done talking now. Do whatever it is you're 
supposed to do." I got a preview of this by using DVSwitch/HUC via USRP, 
which plays a tone as soon as packets are not being received with no delay.
