[arm-allstar] Won't Boot - tried all the usual stuff

Hardware: Pi4 4GB, Latest Firmware
Working: I've downloaded the latest image, all the checksums match.
Broken: I've used etcher to burn the .img.xz and the .img also. Neither
boot. The pi initializes and it goes to the rainbow screen after finding
the SD card... or it doesn't make it to the rainbow screen.
Working: I've used etcher to burn the Raspbian image, boots fine
Working: I've used the Arch method to create an Arch SD card
Working? I've tried a 3a and 3.5am power supply both work with Raspbian and
Arch
Working: I've used 2 different Sandisk branded SD cards to boot Rasbian
Working: I've used an RPi4-8GB model
I have gotten the image to boot once on 8GB model with 3.5a power supply,
but that wasn't its intended home and needed to move it back. I moved the
3.5a power supply to the Pi4x4 and tried to boot it up bare (no Shari hat)
I'm trying `dd` to burn the image now, but I'm not sure that will help.
