[arm-allstar] "Call CQ" Feature for AllStar

Hi John,

I've got an open mind about new features, I'll investigate the usefulness
of something like this vs. practicality, when considering some new
infrastructure is required.

I've been casually monitoring the echolink "call CQ" page periodically
since your original post.  There isn't much activity over there for a
Saturday??  But, since this is a new feature, perhaps popularity will
pick up?  See: https://secure.echolink.org/cqlist.jsp

I'll keep an eye on this usage.

but they cannot have HF stations due to their living situations, etc. It 
is not always as easy as just upgrading your license.

AllStar nodes. That is certainly not the direction that I would have 
even guessed that the suggestion would be taken in. Who would want that? 
Not me.
