[arm-allstar] Time announcement at the top of the hour

I found that replacing the 0 23 with 9 10 allows two Ids during a time I'm
usually listening, confirming that the node is working properly and getting
rid of all the unnecessary Ids. Just a thought. Ron WA2WWK
