[arm-allstar] Time announcement at the top of the hour

Jed,

Yes, it's easy to disable the time announcement.  This announcement is
generated from a cron job that runs at the top of the hour.  To disable,
edit the /var/spool/cron/root file and comment out the line calling the
"saytime.pl" program.  You can edit and save this file directly or using
the "crontab -e" command from a bash prompt.

Here is what the file should look like after completing the update:

15 03 * * * cd /usr/local/sbin; ./astdb.php cron
#00 0-23 * * * (source /usr/local/etc/allstar.env ; /usr/bin/nice -19 /usr/bin/perl /usr/local/sbin/saytime.pl $NODE1 > /dev/null)

Note the "#" comment on the last line...
