[arm-allstar] RXAUDIODELAY setting

Interesting...
Using a Motorola Radius SM50 as a simplex node, I didn't have to change
the rxaudiodelay value at all. The radio was so fast that even with no
delay at all, I didn't get a squelch tail. I've had to adjust this value
with pretty much every other radio I've ever used, though.
Yes, I can also confirm that the value 26 doesn't work. AI spotted this
a long time ago (sometime in 2019) but never really thought much of it,
since that's a very long delay that I would probably never need.
